The Affordable Care Act (ACA) Marketplace Outreach and Enrollment Navigator program at Prism Health North Texas works in partnership with the United Way Metropolitan of Dallas consortium to support consumers in North Texas with ACA education and enrollment. The Navigator helps people get health insurance through the AAC Marketplace learn about their options and assists with enrollment. The Navigator will provide enrollment support for small businesses, self-employed consumers or people who do not have access to insurance through their employer and offer referrals to Medicare and the Children’s Health Insurance Program (CHIP). The ACA Navigator program provides enrollment and outreach services to consumers in Collin, Cooke, Dallas, Denton, Ellis, Fannin, Grayson, Henderson, Hunt, Kaufman, Navarro, Rockwall.

Job Duties and Responsibilities

Specific Responsibilities of the Job:

  • Conduct public education activities to raise awareness of the availability of qualified health plans through the ACA Marketplace.
  • Distribute fair and impartial information about enrollment in qualified health plans and the availability of premium tax credits. 
  • Provide referrals to an office of health insurance consumer assistance or ombudsman, or any other appropriate state agencies, for any enrollee with a grievance, complaint, or question regarding their health plan. 
  • Provide information in a manner that is culturally and linguistically appropriate to the needs of the population served by the Marketplace.
  • Provide referrals to for Medicare and Children’s Health Insurance Program (CHIP).
  • Attend and successfully complete all required training programs; participate in ongoing conference calls, webinars, and other professional development opportunities.
  • Accurately track assistance and enrollment numbers, capture patient stories and issues related to enrollment, and provide required information in a timely manner for grantor reports. 
  • Assist in the development and implementation of organizational outreach and enrollment initiatives.
  • Provide structured patient education on health coverage, engage in follow-up conversations, and offer renewal assistance for enrolled individuals. 
  • Distribute outreach materials to patients, community members, partner organizations and businesses to build awareness of available resources and programs. 
  • Research and attend community events to promote coverage options and the mission and services of the organization. 
  • Collaborate with various local organizations to build awareness of coverage options, increase enrollment, and build referral linkages.
  • Assists in other related duties as assigned and as needed.

Qualifications

Required Knowledge, Skills and Abilities:

  • Strong communication skills (oral and written) and ability to interact professionally with a variety of stakeholders including patients, families, health professionals, community agencies, and government departments. 
  • Demonstrated ability to work with people of diverse racial, ethnic, and economic backgrounds.
  • Knowledge of the health and human services infrastructure, health insurance programs and public coverage options. 
  • Strong computer skills and ability to quickly learn new software programs. 
  • Detail oriented and organized. 
  • Ability to work independently and as part of a group to achieve program outcomes. 
  • Leadership experience working with patients, coordinating events, and leading and facilitating groups. 
  • Interest in community health/health equity.
  • Fluency is Spanish language is highly preferred.

Job Requirements:

  • Successfully complete all required federal Navigator training.
  • Conduct consumer outreach and marketing within local communities about health insurance options through the Health Insurance Marketplace and assist consumers to enroll for healthcare coverage.
  • Assist consumers to enroll for marketplace coverage during open enrollment, special enrollment periods, and engage consumers in ACA related activities throughout the year.
  • Work independently and with team members, travelling throughout the 12 designated counties to provide in-person and virtual ACA consumer group or individual enrollment activities.
  • Serve as a resource for consumers seeking to understand the Federally Facilitated Marketplace, health insurance options and provide courteous, professional and confidential assistance to all consumers seeking healthcare coverage access and information.
  • Identify and build strategic partnerships with community-based groups and organizations to amplify program efforts.
  • Handle sensitive and personal information with an understanding and respect for consumer confidentiality.
  • Provide documented consumer engagement, follow-up and data-entry to capture consumer referrals and outcomes.
  • Achieve performance targets, working closely with the Navigator team, program manager and consortium partners to identify and overcome challenges.
  • Remind potential participants of appointments through reminder postcards and calls and track all consumer contacts.
  • Document enrollment and educational. 
  • Track enrollment and education efforts and provide accurate program reports on time.
  • Work with a team to rotate some evening and some weekends when needed. 

Education and Experience:

  • High school diploma/GED with 2-3 years of working experience required. Some college education with -2 years of working experience preferred. 
  • Ability to travel with use of a personal vehicle with current and valid Texas state driver’s license and auto insurance. 
  • Ability to read and interpret complex documents. 
  • Ability to write routine reports and correspondence.
  • Comfortable speaking before groups and able to actively engage the general public in outreach situations. 
  • Ability to interact respectfully with people from diverse cultural and socio-economic populations. 
  • Willing and able to work some evenings and weekends as needed (advance notice will be given).
