General Description:
The Clinic Manager is responsible for the overall coordination and execution of daily clinic operations within a Federally Qualified Health Center (FQHC) Look-Alike environment, ensuring the delivery of high-quality, accessible, and patient-centered care to a diverse and underserved population.
This role oversees key operational functions including patient relations, supervision of clinical staff, as well as supply chain, medication, and vaccine management. The Clinic Manager ensures compliance with all applicable federal, state, and program-specific requirements, including but not limited to Adult Safety Net (ASN), Texas Vaccines for Children (TVFC), Trust Her, and other public health or grant-funded initiatives.
The Clinic Manager is accountable for maintaining clinical and operational excellence through routine quality audits, oversight of staff training and onboarding, and management of annual skills competencies to ensure staff are equipped to meet regulatory and clinical standards.
In addition, this role serves as the on-site operational leader, acting as the primary management representative during day-to-day clinic activities. The Clinic Manager partners closely with providers and staff to support efficient workflows, foster a collaborative team environment, and ensure alignment with organizational goals related to access, quality, and patient experience.
 

Job Duties and Responsibilities

Specific Responsibilities of The Job:

Clinic Operations & Staff Leadership

  • Provide direct leadership, supervision, and performance management for clinic staff, including nurses, medical assistants, and other non-licensed personnel.
  • Establish clear expectations, monitor performance, and provide ongoing coaching, feedback, and development opportunities.
  • Ensure appropriate staffing levels and daily operational coverage to support efficient patient flow and access to care.
  • Foster a collaborative, team-based environment that promotes accountability, engagement, and high performance.
  • Facilitate structured team meetings, lead ongoing one-on-one coaching conversations, and conduct performance evaluations to drive staff performance, engagement, and continuous development.
  • Oversee staff onboarding, training, and annual competency assessments to ensure compliance, readiness, and high-quality patient care.

Patient Experience & Relations

  • Promote a patient-centered care environment that aligns with FQHC Look-Alike standards for access, equity, and service.
  • Address patient concerns, complaints, and service recovery in a timely and professional manner.
  • Monitor patient satisfaction trends and implement targeted improvements to enhance the overall patient experience.
  • Ensure staff demonstrate professionalism, cultural sensitivity, and effective communication with all patient populations.

Inventory & Resource Management

  • Oversee procurement, storage, and inventory management of clinic medical and office supplies, medications, and vaccines.
  • Ensure compliance with all regulatory and program requirements, including vaccine management (e.g., TVFC/ASN) and medication handling.
  • Monitor utilization and minimize waste through effective inventory controls and forecasting.
  • Oversee and maintain accurate inventory within electronic inventory and medication management systems to ensure appropriate stock levels, regulatory compliance, and continuity of care.

Quality, Compliance & Clinical Oversight

  • Conduct routine quality audits to ensure adherence to clinical standards, regulatory requirements, and FQHC Look-Alike guidelines.
  • Maintain staff training records and oversee onboarding, ongoing education, and annual competency validation.
  • Ensure compliance with federal, state, and program-specific requirements (e.g., Adult Safety Net, Trust Her, and other grant programs).
  • Support a culture of continuous learning, safety, and accountability within the clinic.

Performance Management & Key Metrics (KPIs)

  • Monitor and manage clinic performance against key operational and financial metrics.
  • Analyze performance data to identify trends, gaps, and opportunities for improvement.
  • Partner with leadership to develop and implement action plans to achieve organizational goals.

Process Improvement & Operational Excellence

  • Lead and support process improvement initiatives to enhance clinic efficiency, patient flow, and care delivery.
  • Identify workflow gaps and implement practical, sustainable solutions in collaboration with staff and providers.
  • Develop and execute quality improvement plans based on data, feedback, and organizational priorities.
  • Encourage team participation in problem-solving and continuous improvement efforts.

Collaboration & Cross-Functional Partnership

  • Collaborate with other clinic managers to promote consistency, share best practices, and standardize workflows across sites.
  • Partner with internal departments (e.g., HR, Finance, Quality, IT) to support clinical operations and strategic initiatives.
  • Participate in organizational meetings, committees, and planning efforts as a representative of clinic operations.
  • Support alignment between clinic-level operations and broader organizational goals.

Financial & Operational Accountability

  • Support achievement of clinic financial goals, including revenue optimization, cost management, and efficient resource utilization.
  • Monitor staffing models and operational expenses to ensure fiscal responsibility.
  • Identify opportunities to improve clinic productivity while maintaining quality and patient-centered care.

Qualifications

Required Knowledge, Skills and Abilities:

  • Knowledge of healthcare regulatory requirements, including FQHC Look-Alike standards, HRSA guidelines, and applicable state and federal regulations.
  • Ability to interpret and apply data to monitor performance, including key performance indicators (KPIs) related to access, quality, utilization, and revenue cycle.
  • Experience with quality improvement methodologies and the ability to lead process improvement initiatives in a clinical setting.
  • Ability to manage competing priorities, adapt to changing demands, and maintain operational efficiency in a dynamic environment.
  • Strong interpersonal skills with the ability to build trust, manage conflict, and foster a positive team culture.
  • Financial and operational awareness, including basic understanding of clinic productivity, resource utilization, and cost management.
  • Commitment to patient-centered care and the ability to support services for diverse and underserved populations.
  • Maintain reliable transportation, a valid driver’s license and auto liability insurance.

Education and Experience:

  • Completion of an accredited Medical Assistant program, or completion of associate’s or bachelor’s level nursing program.  Years of experience in a clinical setting may be considered in lieu of completion of MA or nursing program.
  • Current Medical Assistant certification (CMA, RMA, or equivalent) or active nursing license preferred.
  • 3+ years of management experience in a medical clinic setting preferred.
  • Current healthcare provider CPR certification is required.
  • Certification of Hepatitis B vaccination series is required; can be completed upon hire if not already completed.
  • Basic experience with Microsoft Office (Outlook, Word, Excel, Teams) required.
  • Experience with inventory ordering and management preferred.
  • Experience with electronic health records (EHR) and scheduling systems required.
