Job Summary
The Program Manager provides oversight of community engagement programs funded through the Texas Department of State Health Services (DSHS) and the Centers for Disease Control and Prevention (CDC). The manager provides supervision of personnel, ensures fidelity of program services as well as program planning and implementation, quality assurance, and outcomes evaluation.

Job Duties and Responsibilities

RESPONSIBLITIES
Program Oversight & Management

  • Manages community outreach and prevention program activities.
  • Ensures grant objectives and tasks are completed on time and within budget and scope of outcome measurements.
  • Provides effective supervision to program personnel related to work assignments, productivity, service quality, and ethical standards.
  • Conducts direct staff observations for quality control, identifies training needs, and evaluates staff performance in alignment with program objectives.
  • Provides and/or facilitates staff training as appropriate to maintain high-quality service delivery.
  • Prepares monthly reports on contract compliance activities and program outcomes.

HIV/STI Testing & Client Services

  • Provides culturally competent, anonymous, and confidential HIV and STI testing, as needed.
  • Oversees daily operations related to HIV/STI testing, including chart audits, staff observations, inventory monitoring, training coordination, and event planning.
  • Utilizes and promotes infection control measures and universal precautions to ensure client and staff safety during testing events.
  • Ensures HIV and syphilis positive individuals are linked to care and appropriate services, including partner services.
  • Proactively identifies and addresses barriers to program success through implementation of evidence-based behavioral and public health interventions focused on treatment and prevention.

Community Engagement & Outreach

  • Initiates and participates in community events and meetings to recruit clients, identify resources, and build collaborative partnerships.
  • Performs outreach duties such as visiting partner organizations, canvassing communities, coordinating mailers, and works with Marketing to facilitate social media outreach.
  • Develops and negotiates agreements with external organizations to support collaborative events and prevention activities.
  • Promotes the agency and builds positive relationships with stakeholders, including community members, educational institutions, corporations, and other agencies.
  • Represents the organization at professional events and on assigned internal/external committees to expand awareness of prevention programs.
  • Performs other duties as assigned.

Volunteer Coordination

  • Assists with volunteer recruitment, engagement, and retention strategies.
  • Manages and executes volunteer activities to support program priorities as needed.

 
Brand Development & Public Campaigns

  • Oversees the development and promotion of public health campaigns.
  • Develops methods for addressing social determinants of health through program initiatives and partnerships.

 
Grants & Administrative Support

  • Assists with grant reporting.
  • Assists with program audits.
  • Ensures programs operate according to quality standards set by grantors and the agency, particularly for community-level evidence-based interventions.

Qualifications

Required knowledge, skills, and abilities

  • Knowledge of HIV/AIDS, STIs, hepatitis, and tuberculosis, including risk factors, prevention strategies, and behavior change interventions.
  • Proficient in phlebotomy techniques for finger stick and whole blood collection.
  • Familiarity with PrEP, PEP, and nPEP protocols, and the ability to provide accurate information and referrals for HIV-negative clients.
  • Deep understanding of public health resources and culturally competent care for priority populations, including MSM, transgender individuals, and communities of color.
  • Skilled in program administration, including grants and data management, with proven success in managing and implementing grant-funded programs.
  • Knowledge of volunteer coordination strategies, including recruitment, retention, and engagement.
  • Strong event coordination skills, with the ability to organize and facilitate meetings, community events, and outreach activities.
  • Culturally responsive, with demonstrated ability to work effectively with diverse populations, including the LGBT community.
  • Effective supervisory and leadership skills, with the ability to guide and support team members in achieving program goals.
  • Excellent written and verbal communication skills.
  • Skilled in outreach and client assessment techniques.
  • Strong planning and organizational abilities, capable of setting objectives and meeting critical deadlines.
  • Able to work both independently and collaboratively within a team.
  • Proficient in Microsoft Office applications, including Word and Excel, and comfortable using Windows-based systems.
  • Flexible schedule availability, including early mornings, evenings, and weekends.
  • Reliable transportation with a valid Texas driver’s license and active auto liability insurance.
