General Description:
The Senior Director of Clinical Informatics leads the organization’s Health Information Management and the organization’s data integrity, governance, analytics, and reporting activities.  The Senior Director has advanced clinical knowledge and advanced informatics and analytics skills for leading these activities for a vibrant and growing multi-site health center pursuing FQHC designation.  Our Informatics activities should enhance and support clinical decision making and should identify innovative uses for health data and information systems in improving care outcomes.

Job Duties and Responsibilities

Specific Responsibilities of the Job:
 

  • Establish, maintain, and document principles and processes for defining, prioritizing, staffing, and project managing informatics projects.  Develop innovative analytics, insights, and solutions to answer questions and solve problems important to the organization and its patients.  Communicate report insights to executive staff and provides recommendations on how to resolve organizational challenges and mitigate risk.
  • Lead and oversee the design and implementation of dashboards and other data-driven informatics solutions and projects.  Integrate data from various sources such as medical records, grants/programmatic activities, 340B and pharmacy data, UDS data, external/benchmark data, and financial information into meaningful datasets.  Lead and oversee the application of data mining and visualization techniques to identify trends, outcomes, and patterns.
  • Lead and oversee the development and implementation of a wide variety of reporting from the EHR, including but not limited to clinical and revenue cycle KPIs, quality metrics, grant programmatic and financial data, pharmacy data, cost data, data required by sponsors and reviewers, etc.  Develop and ensure continuous, ready availability of standard descriptive, demographic, and practice metrics.
  • Utilize clinical and analytic expertise to initiate or improve the collection and sharing of important patient care data, such as but not limited to patient satisfaction measures; treatment outcomes; practice variation; patient population trends; etc.
  • Establish, maintain, and document principles and processes to ensure consistent data definitions and data integrity.  Recommend, maintain, and support organizational data management policies and procedures, ensuring data are optimized for analysis.
  • Develop and maintain a directory of available data, reports, dashboards, and analyses, ensuring their accuracy and suitability, and avoiding duplication.  Govern the data sources used for each analysis and ensure their security, integrity, and availability.
  • Collaborate with administrative, clinical, programmatic, and research units to plan for and ensure timely availability of data needed for audits, reports, applications, organizational metrics, and planning.  Collaborate to establish a list and timing of regularly scheduled or periodic reporting; ensure accurate and on-time delivery and regularly updated data sources.
  • Ensure ongoing successful exchanges of information as required with relevant entities such as but not limited to Health Information Exchanges, immunization and prescription programs, inventory systems, labs and other contractual partners.
  • Research, evaluate, and make recommendations related to management and utilization of clinical information to answer important clinical and organizational questions and solve important clinical and organizational problems.
  • Oversee training, optimization, and compliance related to patient records and the EHR, including the patient portal and telehealth capabilities.  Collaborate in the identification and implementation of improvements to clinical workflows.
  • Serve as a resource to end users for information systems and technology. Evaluate and plan for health information system needs.  Coordinate implementation of new and/or updated documentation practices, identifying required policy changes and designing new EHR documentation templates.
  • Ensure that clinical information systems are in compliance with FQHC, 340B, CMS, ONC and other applicable requirements and standards.
  • Accountable for the day-to-day upkeep of various information systems and the interfaces between them. This includes, but is not limited to, remote access applications for physicians and staff, telehealth capabilities, and the patient portal.
  • Chair the organizational Data Governance Committee

Qualifications

Job Requirements:
EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES

  • Masters or Doctoral degree in a clinical field (such as medicine, nursing, dentistry, pharmacy) or in Public Health, Epidemiology, or similar field required.
  • Graduate degree and/or certification in statistics, analytics, data science, actuarial science, clinical informatics, or similar field required.
  • Electronic Health Record (EHR) expertise, including experience in configuration and report development required.
  • Expertise with major statistical (e.g., R, SAS, SPSS) and visualization tools, SQL, and a scripting language such as Python required.
  • Expertise in Microsoft Office, including advanced Excel capability, required.
  • Critical thinking, problem-solving, initiative, and verbal and written communication skills required.
  • Experience meeting internal and external healthcare reporting needs such as those for quality (e.g., MIPS, HEDIS measures), for operational and revenue cycle metrics, and for FQHC, UDS, Grants, and/or 340B programs preferred.
  • Related work experience in an ambulatory setting preferred.
  • Project management training, certification, and/or experience preferred.
